Planes fly into Victoria (population: 25,000), the capital, which is located on Mahe, the largest of 26 inhabited islands. For divers, the best action is in the outer islands including Aldabra Atoll, a World Heritage site which is home to 150,000 tortoises (five times more than the Galapagos), thousands of green turtles, flightless birds, dolphins, whales and some of the best wall diving sites in the world.
